SB21 proposes creating an employee ownership conversion costs tax credit, a deduction for capital gains from the transfer of a business to employee ownership, and an employee ownership education and outreach program.

The Senate Committee on Agriculture and Revenue will hold a hearing on January 8, 2026 to discuss the bill. The Wisconsin Assembly passed Assembly Bill 17 on June 24, 2025.
